No amendments to Table R301.2(1) were found in the residential code amendments.

Contacted Richard Kimball, Building Official, (5/29/2020) who informed us that ice barriers are required and stated, "Yes it is required 4 feet up from the eaves.  Most contractors here use it for the entire roof.  We are in Climate Zone 7 under the IRC, that's the coldest climate zone in the USA except parts of Alaska, Alaska also has a zone 8."
